NAPM Accomplishments

Since the Association was founded, our efforts have succeeded in improving the competitive position effectiveness of our members and the value of combined, pre-barcoding mail processing, ensuring the voice of presort mailers is heard throughout the postal industry.

2010 – Initiated a monthly Member’s Conference call/webinar updating them on important postal developments and issues affecting their business.

Established active roles in MTAC as well as many MTAC Workgroups and User Groups with particular focus on MTAC Workgroup 137 on “Address issues and improvements in Full Service electronic documentation and mail quality reports and assessment feedback” and MTAC User Group 1 on “PostalOne!, SASP, and Intelligent Mail”.

Conducted a member survey to define the characteristics of mail received from new-to-presort customers in preparation for comments in PRC Docket RM2010-13 on “Consideration of Technical Methods to Be Applied in Workshare Discount Design,”

Forged strong ties to other segments of the mailing industry by joining the Association for Mail Electronic Enhancement and as a result of our President, joining the Major Mailers Association through his company, Midwest Direct .

2009 – Worked actively on the issues posed by the USPS decision to expand the Move Update requirements, increase the frequency of required name and address updates, and implement a new MERLIN verification for compliance with its Move Update requirements.

Initiated quarterly conference calls specifically designed to better serve our growing number of small to mid-sized volume members by encouraging them to share information and ideas on the unique issues faced by these members.

2008 – Worked very actively as members of:
• MTAC Workgroup 117: “Seamless Acceptance, Performance Based Verification,”
• MTAC Workgroup 122: “Address issues and improvements in Full Service electronic documentation and mail quality reports and   assessment feedback,” and
• MTAC Workgroup 123 on “Service Information Needs, Reporting & Communication Channels.”
Actively supported the combined printing and mailing industry efforts to combat the enactment of “Do Not Mail” legislation in a number of states.

2007  -  Focused on what have become the two dominant postal issues over the last four years: implementation of (a) the Postal Accountability and Enhancement Act of 2006 (“PAEA”) and (b) Intelligent Mail® where members took leadership roles in several MTAC Workgroups formed to assist in the implementation of Intelligent Mail.

2006 – Took a leading role in R2006-1, the last old-style rate case before the Postal Rate Commission which ended the year as the Postal Regulatory Commission. In R2006-1 the NAPM was able to forge a working partnership with representatives of Standard Mailers.

2005 – Took a lead role in R2005-1 rate case including the negotiations that led to a favorable settlement of the case.

2001 – Led the fight to re-program MERLIN to fairer and more reasonable standards for barcode readability and worked with postage meter manufacturers to secure more satisfactory ways for presort mailers to put postage on electronically reset meters being mandated by the USPS.

2000 – Actively participated in R2000-1 that once again led the PRC to recommended increases in the worksharing discounts. Took the lead in successful efforts to reduce the 50 annual FASTforward license fee by 50%.

1998 – Actively participated in R97-1, that led directly to the Postal Rate Commission’s recommendation reducing First-Class automation rates 5 to 8 tenths of a cents below the rates requested by the USPS.

Developed with the Postal Service the USPS Mail Processing Total Quality Management Program (MPTQM) with several NAPM member companies being the first to be certified under the program.

1995 – Actively participated in the Classification Reform case, Docket MC95-1, and testified before the Postal Rate Commission and the US House of Representatives, Committee on Government Reform and Oversight.

1990 – Testified before the Postal Rate Commission, against the Postal Service’s recommended 12.5% decrease in workshare discounts which led the PRC to reaffirm the value of presorting and to increase the discounts by nearly 5%.

1988 – Saw our President selected to co-chair a joint committee of the USPS Worksharing Task Force which led to new concepts to reduce mail processing costs for all.

1986 – Became a member of the Mailer’s Technical Advisory Committee (MTAC).

1984 – Testified before the Postal Rate Commission. the case ultimately resulted in a 33 1/3% incentive increase – 3 to 4 cents per piece – for presorted mail.
